Chris Madsen advises clients on legal and policy issues related to government and other third-party requests for user data, including issues related to the Electronic Communications Privacy Act (“ECPA”) and the Foreign Intelligence Surveillance Act (“FISA”). A veteran of the Department of Justice (“DOJ”) and a large Internet company, Chris works closely with clients to develop thoughtful and workable policies and practices for responding to such requests. He also counsels clients on how to effectively engage law enforcement in the event of a security breach or other incident affecting the client.

Together with the professional staff of ZG Subpoena Solutions, Chris designs and implements customized solutions for companies that want hands-on assistance in responding to third-party requests for data.

​Prior to joining ZwillGen, Chris was Vice President and Chief Counsel for Law Enforcement, Safety, and Security at Oath (the home of Yahoo, Aol, Tumblr and other prominent online brands). In that capacity, Chris led the legal teams responsible for formulation and implementation of law enforcement, data security, and content moderation policies across Oath. Over the course of nearly seven years, Chris gained firsthand, in-house experience with the full panoply of legal and policy issues that his clients face with respect to law enforcement, data breaches, and user-generated content. Prior to his in-house experience, Chris worked for five years in the DOJ’s National Security Division where he advised federal law enforcement and Intelligence Community agencies regarding the collection and use of information in counter-terrorism and counter-espionage investigations.

After receiving his law degree from the McGeorge School of Law, University of the Pacific, Chris clerked for Judge Garland Burrell in the United States District Court for the Eastern District of California. He earned his B.S. in agriculture business from Cal Poly, San Luis Obispo, where he was Associated Students Inc.’s Chair of the Board.
