Bio

Whitney Fore advises interactive gaming, fantasy sports, and sweepstakes operators on the complex web of state and federal regulations that govern online gaming and promotional entertainment. She helps clients launch and scale products and campaigns that comply with licensing, advertising, and consumer-protection requirements across U.S. jurisdictions. She is passionate about helping clients develop practical, business-oriented solutions in a fast-moving and highly regulated industry.

Whitney counsels gaming operators, vendors, and technology platforms on licensing and operational compliance for sports betting, iGaming, daily fantasy contests, and skill-based competitions. She frequently assists clients with licensing submissions, regulator responses, and multi-state rollouts, along with the development of compliant terms of service, official rules, and promotional frameworks.

Her practice extends to advising on advertising and marketing compliance, including sweepstakes and contest structuring, influencer and affiliate campaigns, and promotional offers that intersect with gaming laws. Whitney regularly conducts gaming due diligence and regulatory risk assessments in mergers, acquisitions, and investment transactions involving gaming assets or emerging technologies.

Before joining ZwillGen, Whitney practiced gaming law at Ifrah Law, and served as a litigation associate at Gray Plant Mooty and Carlton Fields, where she represented clients in commercial disputes in federal and state courts nationwide. She previously served as a judicial intern to the Honorable Bernice Donald of the U.S. Court of Appeals for the Sixth Circuit and to the Senior Judges of D.C. Superior Court.

Whitney earned her J.D., with honors, from The George Washington University Law School, and her M.A. and B.A. from Vanderbilt University.
