About James

James Hamraie is a Fellow at ZwillGen with an interest in data privacy, artificial intelligence, technology transactions, and other emerging technology matters. Drawing on his experience advising businesses, working alongside in-house legal and technical teams, and developing policy and governance frameworks for emerging technologies, James focuses on translating evolving legal requirements into practical guidance that accounts for how businesses develop products, manage data, and deploy new technologies.

Before joining ZwillGen, James worked with the Future of Privacy Forum’s Center for Artificial Intelligence, where he researched emerging AI laws and developed guidance on AI governance and high-risk AI systems, including risk management, transparency, privacy and security, human oversight, and governance considerations for autonomous and agentic AI systems. He also contributed to FPF’s 2026 Updated Best Practices for AI and Workplace Assessment Technologies.

James previously worked with the privacy team at OpenX, a global advertising technology company, where he supported an FTC-mandated privacy compliance program. His work included analyzing privacy requirements, reviewing vendor and partner agreements, developing privacy and compliance materials, and evaluating proposed data-processing activities. He has also advised businesses on U.S. and international privacy and cybersecurity requirements and has experience with third-party subpoenas for electronically stored information, intellectual property and creator rights, and online platform matters.

James’s transactional experience includes drafting, reviewing, and negotiating technology and commercial agreements involving advertising, data and intellectual property licensing, vendors, and strategic partnerships. He has also served as counsel to startups and emerging-technology companies, advising founders and technical teams on intellectual property and licensing, fundraising, strategic partnerships, corporate governance, and the legal and commercial issues involved in bringing new technologies to market.

James received his J.D. from Emory University School of Law and his LL.M. from Georgia State University College of Law, where he graduated summa cum laude with a focus on intellectual property law and data privacy & cybersecurity. He was also a semifinalist in the American Intellectual Property Law Association’s Giles Sutherland Rich Memorial Moot Court Competition. James is completing an M.S. in Cybersecurity at the Georgia Institute of Technology and has completed Carnegie Mellon University’s Privacy Engineering Program. He has published and contributed to work on privacy, artificial intelligence, cybersecurity, and emerging technology through the Future of Privacy Forum, the American Bar Association’s Business Law Today, and other legal and policy publications.

Outside of work, James enjoys basketball, hiking, coding, trying new recipes, and exploring Washington, D.C. with his wife and two dogs.
